敷地は東京、国道246 号線を前面道路としながら、旗竿形状の敷地であったために不動産開発から逃れている遊休地。現状では区の自転車駐輪場として使用されているが、立地上高度利用がされているとは言えない状況である。そこで自転車文化を発信する場所として商業施設を加えたサイクルパークに改変しようという計画である。 2 年を目処とした期間限定の計画であり、法的には常設とはいえ建築としては仮設に近い性質を孕んでいる。そこで周辺に建つ中高層の既存建物を外皮とした、柔らかな「建築未満の建築」がつくれないかと考えた。大階段と駐輪場の屋上（ドーム広場）を中心とし、周囲にカフェ、商業施設を配置している。ドーム広場でイベントがおきると、周囲の建物や屋上から人々が顔を出し、集まり始める。本来裏側だった場所に新たなゲリラ型都市コミュニティが創出され、新しい自転車インフラのハブとなることを期待している。

The site is located in Tokyo, fronting National Route 246, yet its flagpole shaped form allowed it to escape large scale real estate development and remain as an underutilized lot. At present it functions as a ward operated bicycle parking area, but given its location, it cannot be said to be making effective use of the land. This project proposes to transform it into a cycle park combined with commercial facilities, a place to showcase and promote bicycle culture.

Planned as a temporary, two year project, it is legally considered permanent but architecturally carries a provisional quality. The design explores the possibility of creating a soft, “less than architecture” space that uses the surrounding mid and high rise buildings as its outer skin. At the core there are a grand staircase and the rooftop of the bicycle parking structure, called the Dome Plaza, around which cafés and commercial spaces are arranged.

When events take place at the Dome Plaza, people emerge from surrounding buildings and rooftops, gathering to watch. In this way, a new guerrilla style urban community is born in what was once considered the “backside” of the city, becoming a hub for new bicycle infrastructure.
